I bought a refurbished computer and so-called Windows 7 preinstalled, but when I turned it on, it does nothing. The monitor is not even to get a signal. Is this normal? What should I do?

The computer turns on and you hear work but nothing. I'm doing something wrong?

BIOS screen shows with the logo of the manufacturer?

If this isn't the case, something is wrong with it, I return it for a refund.
