So I buy a packet in the student section of adobe, and rather than order the package of photography for adobe applications, I needed, I realized that I bought rather all 20 apps and now it tells me to wait 24 hours to cancel it, but I need to cancel now!

Forms Central is longer now.
A trial version of forms used to be installed as part of Acrobat PRO XI Central desktop application.
It is no longer available and is not included in Acrobat DC, however, you can always create PDF using Acrobat PRO from DC forms.

I just bought the photography package, hoping that it would be more storage for backup, etc. in CC. And now I can not even find where to buy them more storage cloud, the 2gig won't be enough for me. Where can I buy more storage?

I did exactly the same thing and contacted their customer service on the live chat. It took about an hour before someone was available, but he did return to normal and they also send me a box version that allows the two platforms at the same price. They just canceled my purchase of Windows, placed a Mac purchase on their system, sent me a new serial number and published records canned.
