I can't set a picture as my wallpaper. I right click on an image, select "Set as wallpaper" and nothing happens.

I just got a new mini Inspiron.  I can't set a picture as wallpaper... I am right-clicking on an image, select "Set as wallpaper", and nothing happens.  What I am doing wrong?

I have found that Dell mini do not have an option for anything other that Windows 7 Starter install manufacturer. This option is not available in Windows 7 Starter.
