I changed the security permissions and now I can't access the file in IE

When I apply changes in the advanced settings, then click on apply this box opens: application security error

an error occurred applying security information to:                                                                                                                    C:\Users\Jeffry\AppData\Roaming\Microsoft...\D3DCompiler_47.dll

access is denied

continue cancel

Then another box is open behind her that says:Windows Security

Stop the spread of the permissions settings leads to an inconsistent state, in which some objects have the settings but others don't. If you have made the change by mistake, you must apply the correct change immediately in order to reach a consistent state.

                                                                                                                                                                                     OK  The problem is that I do not remember what changes, I did, but I've tried every suggestion here, but none have worked so far. System Restore was not able to help so lets not suggest that.

I spent 30 million dollars on RegServe and although it helped clean up echoes it did not help this problem. Very complicated and frustrating!

Hi Jeff, allows to taste the simple options, let us know if you have tried these or not:

1 restore the permissions of folder for C:\Users\Jeffry: right-click on the file, go to properties, advanced security:

1.1 property confirm otherwise change it your account,

1.2 list to ensure that entries includes SYSTEM administrators group and your account, all have full control and none are inherited by the top.

1.3 the check "Replace all entries authorization child object with permissions entries inheritable from this object" box and click on apply.

2. try running SFC/scannow:

3. use FIX IT automatically search and solve problems: http://support2.microsoft.com/fixit/en-us?wa=wsignin1.0

4. create a new profile, logon, and testing, it works as expected, delete the old profile (backup your data first)
