I don't want tabs and info from top row disappears when you view web pages. Where controls to stop that "jumps"?

Whenever the mouse falls below the Summit 'lines of the topic' (toolbars?) that contains the web tabs and web addresses... info covered to the top of the web page being pushed upwards and covering it in order, I guess just to give me more display the web page... Well I don't want that! It's very, very distracting... I need to stop it or stop using Firefox!

Try to hit F11.
