  Metric 'users average account pending' & "Database time spent waiting" are alerts generated by the server, which means that Enterprise Manager is not responsible for firing the alert.

  The database server engine side alert is triggered the alert and send it to the Enterprise Manager Agent.

  Turning off collection of Enterprise Manager does not affect the alerts generated by the server.

  As far as the upper toolbar will, I believe you are referring to the Dell docking station.  You can get that here:http://www.delldock.com/.  Simply download and install on it and you'll have the toolbar (if you have set up to be the settings you had before or what you want now).
