The 'alert' is not from Vista. Your computer is infected by a rogue security program. It's called "thugs" because he pretended to be a good guy but is really bad. Don't pay them!

These can work for you, and all can be good. However, in many cases the computer will also infected with other horses of Trojan and protected by a rootkit. Let us try these steps and see if that fixes the problem:
(a) press Windows + R keys to open search Run
(b) type regedit , and then click ok
go to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\BFE
c) on the right, click it, click permissions
(d) click on ADD and type everyone and click ok
(e) now click on all
(f) below, you have permissions for users, select full control and click ok

(j) Make sure that the service status is started and the startup type is automatic

I got my CD of HP recovery and ordered a new WD 500 GB HDD... same features as the seagate who pooped me and I can't get windows install on the new HD
No matter what I do, computer wants to open the Recovery Manager and according to the available procedure does not work. It works me in circles asking for #1 drive, then the drive recovery supplement and back with no progress.
What I have to do is use this form: http://vistahomepremium.windowsreinstall.com/installnewhdd/installnewhdd.htm but only the Recovery manager opens when I boot from the CD.
Anyone have any ideas?
If I followed your questions correctly... you had a BIOHD-2 error, ordered HP recovery discs, replaced the hard drive and tried to restore your system with no luck. Is that a correct assessment of the situation?
OK, you need to make a Windows Vista install screen... not who's going to go with your HP recovery CD/DVD. The disks do not contain the Windows installation routine, only the HP Recovery Manager. These discs contain more or less, an image of the HP installed OS and software, plus some drivers and applications. To the best of my knowledge, you should have three DVDs (1 of 3, 2 of 3 and 3/3) more an additional drive. You should boot from CD 1 of 3... Then, when asked to insert the 2/3... Then, when asked to insert 3/3. And finally if/when necessary additional drive.

I copied 2 cd on my hard drive disk recovery & disk #2 does not work. I tried to get through the system recovery to restore the computer to its original factory shipped State. It calls into original form and content reinstalles. Then it restarts to finish and said: ERROR LOADING C:\PROGRAM FILES\WINDOWS MEDIA PLAYER\wmssetup.dll THE SPECIFIC MODULE COULD NOT BE FOUND!

Your system is infected with the virus, update your Mcafee and run a full scan of the system in safe mode. You can also try to download Anti-malware http://www.malwarebytes.org/ and scan your system in safe mode.
To start your computer in safe mode, you must press the F8 key before the windows screen is loaded (time between the BIOS screen disappears and before you get the windows screen).
Once you get your system clean everything in safe mode, restart your computer, should be all good.

My temp folder is locked on read-only. I tried to disable it in safe mode and nothing seems to work. I checked for viruses using a deep scan in SafeMode cmd and nothing was found. I use Windows 7 and can't install a backup drive or update all programs.
This looks like a debug file created by Windows fax and scanning service.
