I have a java update exe called jucheck that keeps popping up, it is this safe, should I download?

Every day, a pop up wonder to down load an update of java called jucheck exe.  I don't know if it's something I need to download? or if it is safe?

Moreover, it is quite safe to uninstall Java if you are not using any Java made programs like Minecraft, Runescape, Net beans, Eclipse etc.
