  the problem was not resolved by reinstalling sliverlight, they suggested it was something to do with my user profile

  Remove silverlight and imagebroserex

  create a new user

  Sign in as a new user

  install imagebrowser (this silverlight installed)

  disconnect the new user and folder as me

  delete the new user

  -something in my user profile prevented installation
