If I use XP as a server and I'm an admin, I can see what programs the workstations are running?

I want to know if employees use a computer for games & online communication.

I don't know exactly what you're asking.  If the workstations are running programs that are located on your server, then Yes, you can see which files are open on your server:

Right click on 'My Computer'-> manage-> System Tools->-> open files, shared folders

If you want to see the processes that are currently active on other computers, you can use a tool such as "PsList.exe" that can produce a list of active processes on a computer connected to the network, given that you have administrator credentials on the other computer.  PsList is a program in the suite programs PsTools:
