  Yes, none of this has worked.  This information was in other posts, I had already tried before I posted.

  I refreshed the PC and reinstall all my programs and applications and it works now.

  Interesting that PC would restore not using a previous Restore Point.

  After update, then reinstall all of these things have worked.

  Please follow the steps below:

  1-force Quit the sub process in the same sequence as shown below from Activity Monitor: see, use the monitor activity on your Mac - Apple Support

  • Creative cloud
  • Basic timing & sync to basic support
  • CC library & process CCX
  • Adobe Common Desktop
  • Adobe update daemon
  • After that, everything that said adobe on it do a force quit for her

  2-go to: Finder > Applications > utilities > Adobe installer > uninstall Adobe Creative cloud (if problems uninstall Trash)

  3-go to: Finder > Applications > utilities > (delete these two folders - creative cloud Adobe and Adobe Application Manager)

  4. then run the cleanup tool to remove the clouds creative and Adobe Application Manager (if it remains in the machine)

  5 right-click on the icon in the Finder, then select 'Go - To' folder.

  6. you will get a text box, type in the following command and then press 'return '. ("Not to be missed ~ symbol")

I think that now it is linked to an update of Windows but which when I certainly don't know.  When I do a system clean reinstall the EPG download will temporarily (I did twice now) but after just a couple of updates and when Windows update has done been thing guide refused once more to download. How the world would be a person understand this because when I do reinstall the system there are about 150 updates waiting to download?

  Come on Microsoft Engineering people must certainly be a solution to this problem if anyone cares enough to explore the substantive issue. It seems that there are many, many others having the same problem.

  The old post of 2006 has an explanation detailed on the error code 13 and the same thing applies for Vista too, this is why I mentioned this one.

  I understand your frustration. The problem is essentially due to firewalls or things of internet security or antivirus interference.

  Thank you Neil & Nathan... So far so good... I downloaded my file zip through the application loader 2.8! and it worked once, but shortly after, they sent me an email with the same questions. I went on my apple developer site, changed the mobile provisions (prefixes to something else - I used for my previous application) then download it and it worked... It's five minutes now and I have not received email from apple say that there is nothing wrong!

  Although I still have a problem with my ipa file. The sandbox is always the same and will not let me buy my app to buy! (As Neil said, I assume that there is a conflict in the App Builder.

  I'm sure I used the certificate distribution and the distribution provisioning profile absoultely. And the certificate is not valid for July 2013.   What could be the possible reasons for the error?  I spent two days in pulling my hair, made a lot of new buildings but no luck.  I didn't even look in inside .ipa files and they all look fine to me.

  Can someone throw some lights on it?  If we cannot solve this problem, it will impact really our future decisions on Flex.

  I solved the problem.  It turns out the .p12 file was bad.  Make sure that you ask the person who created the certificate to genearte the file to .p12 for you.  In my case, our admin account iOS created a bad .p12 file.
