Internet problem, frequently connection running at Limited

My OS is windows 8 and I am facing problem about the internet which is very often my internet connection becomes LIMITED and at least think I disconnect and reconnect it remains LIMITED

I saw a few solutions on YouTube.But problem is not finished

Please tell me a solution for this?
