  I see that you are having some problems with the timing of the photo and would like some suggestions of troubleshooting for this issue. The first thing that comes to mind would be to try to reset your photo sync from iTunes by following the steps in this article:

  Turn off sync iTunes

  If you want more pictures synced to your iPhone, iPad or iPod touch, turn off sync in iTunes and they will be removed from your device. You can disable synchronization for some of your photo albums or all of them at once.

  Stop synchronization of all photos

  1. Open iTunes on your computer and connect your iPhone, iPad or iPod touch.
  2. Click the device icon in iTunes.
  3. Click on the Photos.
  4. Uncheck 'Synchronize Photos' and then click 'remove all '.

  If you use iCloud photo library on your iPad Pro, your Mac and other iOS devices, the original copy of your photos is in iCloud, and devices are just the caching of copies of it (either in original resolution or optimized). By its design, addition or removal of a photo using one of your devices adds to or removes icloud then adds or removes the other devices. This is normal. Did you see it or not?

  It is a recurring problem. The last time I have synced with my iTunes iPad put 2200 files on my iPad.  Today I plug the iPad on my Mac Pro and I see 1742 books. If I sync it would remove about 500 files from my iPad instead of put on the 20 that I added to iBooks.  I submitted comments on iTunes that I have submitted comments on iBooks and got no help at all.
