  You can return back (mentioned in the other thread). I think you have to bounce the application services once you are finished.

  Now you can not disable the start-up devices.
  As you suggest, you can change the boot order.
  But if you wish, you can set a password to prevent access to the BIOS.

  There is no resource manager (or resource monitor) in the XP Task Manager.

  Here is a checklist that you can go through potentially solve your problem. When you have gone through the list, re - start of course to see if the icons will load at startup after you perform these steps:

  (A) uncheck "Auto-hide the taskbar", as appropriate:
