Is there a panoramic hand function in firefox?

In IE9, there is a "hand panning" function that changes the cursor to an arrow (which selects the objects/text when the left mouse button is pressed) for a hand (which pans with the web page), which is especially useful on a tablet PC. Is there a similar function in firefox? If Yes, where? (I couldn't find it).
