  I went and deleted the line of the registry and it fixed. You can always do an export of the registry before deleting anything out if it messes up you can always import again.

  You can fix this by going to start, then run, type regedit. Open hkey_local_machine, then system, then control, then the class, then 4D36E965-E325-11CE-BFC1-08002BE10318, once in this time more to the right side and remove the upper and lower filters then filters.
