Please try the following steps to activate the notification "New App installed"

a. press Windows + R to open the Run dialog box, type gpedit.mscand click OK.

(b) in the left pane, click to expand Computer Configuration, Administrative Templates,Windows components, and then open the file Explorer.
(c) in the right pane of Windows Explorer, double-click do not display notification 'new application installed'.

d. now click on active.

Click on apply and OK. Restart the computer and check the issue.

    Thanks for posting. I'm confused on 6 discs A you're talking about. Windows XP can not hold on 6 floppy disks if that's what you are referring. If the hard disk has been deleted, you will need to use your Windows XP disk and reinstall Windows using this disk and the key associated with this record. If you don't have XP media, you must contact the OEM of your computer or buy an extra copy of the XP.

    If the system restore option is not available, do a startup repair, boot from the disk Installation of Windows Vista genuine (or one that you can borrow from someone) or a recovery disc.  Here is the procedure: http://www.bleepingcomputer.com/tutorials/tutorial148.html.  You may need to change the BIOS to do first the CD drive in the boot sequence to boot from the CD.  To do this, hold the screen that tells you the key F to push to enter the menu start or start of installation.  Push it quickly.     I hope that one of these aid procedures.  I'm sorry if they seem to 'generic', but we do not really know what is the problem - especially since the system is new.  We try and identify the cause and fix the problem at the same time using the procedures available to us.  I suspect there's a registry tweak will correct this problem, but I went through the whole registry, and although I found several referencers keyboard, I could find no which seemed to control or not activate the main laptop keyboard (though it has been in one of the entries that has been encoded in binary that I couldn't read).  It's possible someone who knows more about the registry will respond to this issue with a proposal to amend (or perhaps another solution).

    I hope that one of the solutions I proposed works.  Please post back in all cases we will know whether or not to continue searching for an answer.

    Make sure that your backups and serial numbers and product multimedia/installation/etc key is complete and stored on the computer in question.  Restore the system to factory in any way has been given by the OEM, upgrade completely (all service packs and posterior to the service pack updates) and install your anti-virus software. Reinstall your applications on which would not have been restored in the factory reset.  Update all software from third-party manufacturers to their latest versions.  Install all drivers for newer hardware devices.  Restore your personal data on the machine.

    You'll find yourself with something you can do better than what you have now.
