Lightroom CC fixed incorrect timestamp on files MP4 Sony RX10 II

A Sony RX10 II to add to my Kit, mainly for video. Due to the structure using Sony is on the map, 3rd party software is problems importing video files from the camera, because they are not stored in the DCIM folder used by photos. I could get Lightroom CC to see and import videos saying LR to watch the whole map in the import dialog box (by default, it only looks at the DCIM folder), when imported, LR adds four hours at the time of creation of the file, but ONLY for MP4 videos (video AVCHD are stored separately from the MP4, and the creation time is correct for those). So, if I pull a video at 14:00, Lightroom will say that it was shot at 18:00. As I name, file numbers my files with the original followed by capture time, MP4 files end up sorting out of order and could find themselves in bad day if file shot dead after 20:00. I can go in manually and have LR change file creation time metadata and then rename the files to pick up the new time, but it would be nice not to have to pass through these hoops every time.

What's happening: the specification of the metadata of QuickTime/MP4 advertising capture time to save in UTC (GMT).  That's what has made the Sony camera - he recorded a Date of creation of the 2016:05:04 16:31:09 field. Incredibly, the specification provides no standard method of recording the time zone.   So the only time in a standard MP4 which can report the LR is 2016:05:04 16:31:09.

Note that, until recently, a few digital cameras had a notion of time zone, so they ignored the spec and record local time (whatever their clock is set to) in the Date created field.  This is why LR is generally correct for these cameras capture time.

Sony did save the time zone in nonstandard, undocumented, Sony own metadata XML stored in the MP4 file in the sidecar XML, 2016:05:04 12:31:09-04:00, which is at 12:31 pm EDT.   But LR only reads the metadata specific to the manufacturers.   (I could not find any documentation for the schema of metadata of Sony, urn: schemas - professionalDisc:nonRealTimeMeta:ver.2.00.)

A similar problem occurs with iPhone - iPhone records videos an hour UTC in the field create, as requested by the specification, but LR the interpreter as a local time, since there is no matter what time zone available to LR.  See this bug report: Lightroom: iPhone video Capture time is shifted to import | Community customer Photoshop family
