  How do "file, tools, etc. ' back... it's called the menu bar.
  Open Internet Explorer > on the line where you will find the Favotites etc, right-click on an open area > a drop-down list appears, click on menu bar.

  While this answer is not really a big part of the solution, the answer is at the moment no, or at least not that I know (and I explored the phone long enough at this point).

  By the way... in case you meant a separate new window (Ctrl + n) instead of a new tab in the same window (Ctrl + t), which should follow the setting of your home page. No need to go in: config for this. See:
