  If you use iCloud photo library on all devices, the albums and records are supposed to synchronize with iCloud photo library on your devices.

  I don't know anything about the equipment you have, but I'll assume that you try to scan old photos & no negatives or slides. If so you need first of all is to scan with the best resolution of the scanner & associated software allows. You want the scans to have an extension .jpg & all the files in a folder on your computer. I hope that you are working on a Windows PC with a decent screen & have your own photo quality printer. IF SO you will need to run a print with the right color & brightness & then compare its brightness for what you see on your monitor. It is very likely that the brightness of the screen must be turned way down to reflect the way in which the printed photo. This is normal because most people like a bright screen, but you will need to get the brightness of the monitor as close to the light, impressions are or the things go well. You can't edit with precision until it's done.

  For editing & printing download Picasa {the link doesn't seem to work, but it should if you just type this address in with www.} (. picasa.google.com) and spend some time playing with the first & second page editing tools. It is free & very useful, more it can work as the Print Manager. Even once, you will need to do a bit of reading & learning the system of menus for the operation of the printer but it is pretty simple most Picasa has a few pages of online help for you to consult as needed.

  iCloud is a synchronization service, NOT off of storage of the unit.

  You could cut the phone out of sync from your library. Just move them to your Mac and synchronize your Mac with iCloud. Now, you'll have plenty of space on your phone, but no pictures.

  From your Mac, you can then make an album with photos that you want to access from your phone. This will require ongoing work, but will keep your clear phone in most of the time.

  If your iMac, your iPhone and your iPad using iCloud photo library, any standard album, you create on your Mac will show in the album of the other devices section.  Only smart albums will not be synchronized to your mobile devices.  Smart albums are missing, or make your albums shows at all?

  I have a pretty organized library of photos and I separate annually, and then within that same year I have different albums for various things like the seasons, family, friends, travel, etc. Some of these albums that have sub albums such as trip to Spain in June 2015. or the autumn season.
