Menu start cannot open or pane of Notification after system restore

I think I might have discovered what caused my problem with opening the menu start before. I had an operation system restore and now cannot open the start menu or the notification pane. I tried to cancel the system restore, but that did not help. Does anyone know how to fix this without using the Windows restore feature? I tried editing the registry found here, but it did not work. The haptic feedback that happens by pressing the soft Windows button on the front of the computer worked again (because it is not this worthless), but the start menu still does not open.

    There may be several reasons for the restoration of the system do not have to work.

    I'm having a problem with my computer that I think a lot of people have had, but I can't seem to find a definitive solution for her. My Start menu will not open, and my windows blink and light that I use my computer. The only new program I have installed recently was skinning program WindowBlinds (which, allegedly, makes no changes to the file system). I uninstalled since then, but the problem has not disappeared.

    So far, the virus scans have concocted with nothing. I do the sfc.exe scan now. Y at - there anyone out there who has had this problem and managed to fix it? If so, how do remove you?

    Start your computer in safe mode and check if the start menu stays on and also note if windows blink.

    If the problem persists in safe mode, I suspect that there could be a third-party (other than WindowBlinds) software conflict causing the issue to occur. I suggest that you put your computer in a clean boot State. Clean boot eliminates conflicts of third party software.
    Note: Follow step 7 to your computer as usual.

    Hi, I had to replace the hard drive in my computer and now I am unable to open my money (Version 2005) files. I get an error message indicating "Money cannot locate C:\~~~ or cannot open it, possibly because it is a read-only file or you are not allowed to change it or your hard drive, it is write protected etc.» I tried uninstalling and re-installing the money, but it has not solved the problem.     So your real problem is not that the files are missing or read-only, but that the money does not recognize the format the files are in.

    14.0.120.805 is no money 2004 Money 2005, and must be updated to 14.0.120.1105 if your old file is to open.

    Right click on the shortcut to launch the money and select run as administrator. You need an update online at 1105 and this will allow money to install it.

    You can try to perform a checkdisk boot from the Installation of Windows Vista disk and check.

    a. Insert the installation disc.

    b. restart your computer.

    c. click on the Start button, click the arrow next to the button lock and then click on restart. If you are prompted, press any key to start Windows from the installation disc.

    Note: If your computer is not configured to start from a CD or a DVD, see the documentation provided with your computer. You may need to change your computer's BIOS settings.

    d. choose your language settings, and then click Next.

    e. in the System Recovery Options menu, click command prompt

    f. at a command prompt, type the following command and press ENTER

    Chkdsk /f /r X: (drive letter)

    g. press y when you are prompted to check the drive the next time the system restarts.

    h. restart the computer and check.

    Note: When you run the disk check, there is a chance of losing the data that you can take a rapidespour of important data before you run checkdisk.

    WIN 7 Home Premium running on a gateway PC connected to the internet via an ethernet connection using a RealTek network adapter for the past 5 years with no problems. Running Avast Pro antivirus / internet security.  09/02/2016, Microsoft and Avast downloaded and installed updates on the PC.  After the PC auto-redémarré as part of the Microsoft updates, I couldn't connect to the internet.  Connect to the network now says unidentified network - no network connection.  The adapter looks like to she always sees the (watch 100 Mbps) connection, but no data packet move.  Device Manager indicates that the unit is working normally.

    I ran through the resolution of the problems of Windows network. I checked the cable was attached, reset the home modem, reset the adapter (toggle), uninstalled/reinstalled using the latest adapter driver available.  I have disabled the Windows Firewall because Firewall Avast wouldn't start.  I disabled all the Avast settings to see if it eliminated the problem.  I tried to run the system restore before the updates but continue to spread the message that there was an unexplained error and restore failed.  All this was done in Normal mode. I restarted mode safe and had the same problems without success.

    I was able to clear the problem by manually uninstalling updates of security Windows which were loaded on 09/02/2016 through the programs and features Control Panel. Then I did the repair of Avast program operation.  I rebooted the computer and the internet connection worked. Then I reinstalled manually updates Windows security on the Windows Update program.
