Message tells me that I do not have access to my Quicken files. Help, please!

Just bought a new laptop running Windows 8.  I loaded Quickens and restore my files and was able to work with them.  But when I tried to open a Quickens the next day, I was told it was a read only file and I want to restore it.  But he told me that I had no access when I said yes.  What is going on?
