My ID apple cannot always be activated!

Still, I can not activate my disabled ID even if I changed the password like 20 times! Im trying to update all my stuff for like a month now and its still doesn't work do not please help! And also I tried closing and it still doesn't work!

    When did start?  I have the same problem for about 3 days.  I downloaded and applied update of OS X El Capitan 10.11.4 Combo, ran disk utility and ran disk first aid.  Have not had a problem since (touch wood because it is only since the mid morning today).

    If install a cleaning is required with a good DVD of Vista (not HP, Dell recovery disks):

    At the startup/power on you should see at the bottom of the screen either F2 or DELETE, go to Setup/Bios or F12 for the Boot Menu

    Go to your Bios/Setup, or the Boot Menu at startup and change the Boot order to make the DVD/CD drive 1st in the boot order, then reboot with the disk in the drive.

    Delete the existing Partitions during the process.
