My iPad will not start after update

I completed the update for my iPad mini, and I'm stuck on the screen that says "to complete the iCloud configuration, enter the apple id password."  The wheel rotation just guard spinning!  Help!

Force reboot your iPad.

Press and hold the Home and Sleep/Wake buttons for at least ten seconds, until you see the Apple logo.

And then tap settings > iCloud > your iCloud account then enter your password, and then click OK.

    You try to use the package manager I link a few post above?  Otherwise, demarrer start from your DVD, type command prompt, and then follow the steps in method 2.  http://support.Microsoft.com/kb/940410
    If this does not fix it you can rename the pending.xml file and restart.  To do this, boot from the DVD and enter the command line.  Then type:
    CD windows\winsxs - press on enter
    Ren pending.xml pending.old - press on enter

    Then restart the system.

    I have a HP tablet PC laptop vista a little home less than 2 years. I downloaded the updates, I unfortunately don't know what they where. My laptop was asked to restart I did. I tried to hit all the buttons f not one has nothing. I don't see anything else to do. I don't know how to test anything without any kind from screen. I backed everything up, so if I could get it just to run the boot disk I would take if I had to. Can anyone think of anything to do for her?

    After you install the updates available for me on December 9, 2009, Windows Update wanted the computer to restart to complete the installation. I made and went on my merry way. A while later, I rebooted the computer, but the screen resolution was twisted, is no longer big screen, had compressed air and had a strange grid points, and after the progress bar Windows Vista, the screen remains black - the Welcome screen never showed up.
