NB100-12: how to recover without a disc?

I've had my NB100 for almost a year now and everything is fine. I recently got a virus no matter what antivirus, I used I couldn't get rid of. Yesterday my laptop stopped completely startup in windows. He may not even start in safe mode.

I would like to do a full system recovery, but I'm currently traveling around the United States and I left my CD of restoration in Ireland.

So my question is if I can recover my system using a recovery on the HARD drive partition or is there a way to download recovery software, copy it to a usb key and start from there?

Generally, HARD drive recovery could be launched by pressing the F8 key (in turn)
You should see the option to fix my computer. Choose this option and then you should see Toshiba HDD recovery.
