Need of administrator account to uninstall programs, but I'm in Administrator account?

I've seen similar problems posted throughout these forums, but none of the solutions seem to have contributed to... Or I have not dug deep enough which is the more likely case, indeed.

My problem is that whenever I try to uninstall some programs, I get an error message telling me that the administrator has prevented this, but I am connected to an administrator account.

-J' tried to create a new account with the settings of the admin, but still had the same problem.
-J' started in safe mode and receive a message about Windows Installer Service cannot be accessed.  Force started the installer... No help.
-J' ran my newest Norton updates and scans and am clean.

I'm sure I've done other things I just think not at this time, but these are the main things.  Any help would be great.  This is just a really frustrating issue to deal with.  Thank you for your time.

    You may encounter this error message when the Windows Installer files on the system are missing or damaged.
    You can resolve the error by using the methods mentioned below:
     
    Method 1: Start the Windows Installer service
     
    a. Click Start, type "Services.msc" and press {ENTER}
    b. double-click Windows Installer
    c. the value of the Windows Installer Manual startup type
    d. Click Start to start the service. Note the error message, if any.
    e. click OK.
     
    Method 2: Unsubscribe and re - register the Windows Installer
     
    a. Click Start, click Run, type "MSIEXEC /Unregister." and then click OK. Even if you do it right, it may seem that nothing is happening.
    b. Click Start, run, type "MSIEXEC/REGSERVER" and then click OK. Even if you do it right, it may seem that nothing happens, or you can briefly see an hourglass.

  • Try to add a printer, but it says that it is already installed. But it is not in my list of installed/uninstalled programs.

    I tried to add my printer to run off of my laptop wireless, my desktop computer, is connected with a Linky router, my DSL. When I use add printer to my laptop, I do very well, until a box opens and indicates that the printer I am trying to add, is already on my laptop, & let me not then add it.     Check if the printer is already connected.

    If Windows Vista installed on the laptop

    (a) go to control panel

    (b) select the printer and check to see if the printer is already listed. If so try to print a test page and check what is happening.

    If Windows 7 is installed on the laptop

    (a) go to devices and printers

    (b) check if the printer is already listed. If so try to print a test page and check what is happening.

    In general, if you face this situation, RIGHT click on the program > click on Run As Administrator > then try to "eliminate"the program. "

    That said, , you must describe HOW or what measures you took to try to 'remove' the program.
    Maybe you did it the wrong way.
    For example: is the program listed in the application of programs & features (add/remove in some versions).
    If so, you must Uninstall the program.

    If it were other software AV (McAfee, Norton, Symantec, NOD32, Avira, Avast, etc.), many of them require their own special to make them correctly and completely uninstalled uninstall tool/program.  If you do not uninstall program, you will end up with pieces of the old program left on your system.  Just by using Add/Remove programs no longer cuts on some of these things.  These uninstaller programs are generally on the Support page for the AV program, you need to uninstall.

    In any case (what 3.5%?), here's a good guide that explains how to remove a Service from your system.

    I would manually create a System Restore Point before making any changes in case something goes wrong and you need to back off the adjustment.

    I had this problem for a while when I go in uninstall a program in the menu programs and features in the control panel and with most of the programs, I get an error that says "the system administrator has set policies to prevent this installation."   • Service report - I uninstalled the program, but it continues to flow

    I tried for days to get RapportService.exe to stop hogging my CPU usage.  I uninstalled the program, but Microsoft said that I might need to remove the other files.  I don't know where to find them and the program continues to run.  I understand that this may be a program that need banks but at this point just want my computer to run correctly.
