  Whenever I open a photoshop file, the "Extras" are ALWAYS selected. In older versions of PS, this KEPT once you have selected it.

  I create hundreds of web banners every few months, and every time I open a document I have to remember to deselect the OPTIONS in the menu. Not only that, I have to keep it clear while alternating between the layers for a reason any. I don't like because when 'Extras' is checked, by selecting another layer with an object in the immediate vicinity of the layer active becomes almost impossible, moreover, the handles of the frame object always show and give the impression that you have selected the transformation tool that I always waiting.
