Network discovery will not turn on

I run Windows Vista. Last January I couldn't use my home network. I found this discovery of the network, file sharing, etc. have been disabled. I tried to turn them back on in vain I tried all the stuff. Except one! When I disabled the Windows Firewall, the discovery of the network, file sharing, sharing public folders, the share that is password protected, printer sharing BUT NOT switched back. But it is unwise to remove the firewall. Does anyone know a way to fix this? PS, internet works fine.

If you do not have the option which he used to import working strategies exported from the machine to another, of work, you might want to try repair Windows Firewall of Tweaking.comtool (part of their Windows repair software (all-in-One)); all has been updated to 2.7.1 v. but apparently the firewall tool is only still v. 2.7.0 this writing.  The tool can be downloaded from this page: repair Windows Firewall 2.7.0.

    Method 1:

    Based on the network location you choose, Windows affects a State of network for network discovery and opens the Windows Firewall ports suitable for this State.

    Step 1: We recommend you to check if the elements of network discovery are enabled in Windows Firewall. To do this, try the following steps.
    1. click on start, type firewall and then click Windows Firewall with advanced security.
    2. click on rules of incoming traffic in the left pane and select the (SSDP-In) network discovery and network discovery (UPnP) - in the list.
    3. click on rules of outgoing traffic in the left pane and enable network discovery (SSDP-out) and the discovery of the network (UPnP-Out) in the list.
    4. apply the changes and check the result.

    Step 2: Check the status of the following services: browser, TCP/IP NetBios support.
    1. Click Start, type services.msc and press to enter.
    2. from the list of services, double-click the service computer browser and TCP/IP NetBios support.
    3. change the startup type to automatic and start the service.
    4. apply the changes.

    Method 2:

    To turn on network discovery

    1. open the network and sharing Center by clicking the Start button, clicking Control Panel, clicking Network and Internet, and then click Network and sharing Center.

    2. If network discovery is off, click the arrow button expand the section, click turn on network discovery, and then click on apply. Need administrator permission if you are prompted for an administrator password or a confirmation, type the password or provide confirmation.

    Honestly, this sounds like a problem of carrier. Are you able to make/receive calls or send and receive text messages? I would first check with the carrier to make sure that your phone is still set up to use mobile data. Something was accidentally deleted when they merged your bills.

    When I shutdown/hibernate/standby/resume my laptop, it will die completely.

    All programs will be closed (when stop or restart) and I think that OS will also close. But the laptop will not turn off. Power LIGHT and fan will stay on.

    Whenever I have to turn it off by holding the power button, otherwise the battery will be discharged.

    After manual turn off, when I turn it on again, everything works correctly:
