New folder option missing in vista when right click on

I have vista 32 bit and just replaced my hard drive and reinstalled my OS.

I was not able to create new folders.  When I right click on the box, and then click New, "desktop folder" is not there.  When I'm in windows Explorer and click on "organize", "new folder" is there, but when I click it, nothing happens.

I ran sfc/scannow, and he said that he managed to repair some files.  I then rebooted and the problem is still there.

I also checked the registry to verify that the desktop of windows update component has been installed and matched: {D969A300-E7FF-11d0-A93B-00A0C90F2719}

I also have the administrator rights.

Don't know what else to try.

I saw another thread on this recommendation to copy and paste a few lines of registry, but this thread was several years old and don't know if I should try again.  In addition, he was vague.  He said "copy and paste the following lines and save the file with the .reg extension. Double-click to add the information to your registry.

Where can I stick him?
