OEM Windows 7 on break computer

I'm sure the answer is going to be expensive for me, but here's the situation.

I have an OEM Windows 7 on my computer. However, my hard drive is breaking (in fact, all parts of my computer breaks) and the breaking of the fast. I was hoping it is until I was in a better financial situation, but the computer collapses literally and I decided to buy a new computer, because I owe so much of my current computer replace its more just economic build a new one. The problem is that I'm not sure if I transfer windows, and he really really be great if I can not. I am eligible for the upgrade of windows 10 and my copy was booked earlier, but I don't know if I can improve my 7-10 and then hover over the image of the system to the new computer, or if I could transfer my product ID or what. If I can't do this, is there some prices reduced, I can pay to move the OEM product keys?     When you buy a computer with Windows, you get an OEM license. The license OEM Windows belong to the computer and not you and cannot be legally transferred to a new computer. If the computer license die with the computer or in the case where you are selling the computer the new owner will receive the license as well as it belongs to the computer.

    I recently got a HP computer with an OEM windows installation 7. After the machine (fatal hardware failure), I tried to use the windows key to install it on another computer. However, the key is an OEM product and would not activate, so after talking to microsoft they sent me here to ask if the manufacturer could "unlock" the key for use with another computer (that I build from scratch).

    So all this possible? Or do I have to buy a new license?

    Okay, Ive talked to HP and microsoft and it turns out that the key has been blocked (pirates). So much for the purchase of second hand.

    If you got it from another computer, the answer is no.

    If you bought from Microsoft, you can.

I also can't use one of the Open License of Windows 8 as a lower upgrade to Windows 7 as this installation will take another license to use.

    I read from the windows 7 EULA that:

    In addition, since you have Windows Enterprise 8.1, you can use the built in Hyper-v:

    OEM cannot be moved to a new computer. You will need to buy another copy to install Windows on another computer.

    A year ago, I bought a version of XP SP3 OEM and installed on a computer (clean install).  No problems.  A few months later, I had to wipe the drive and reinstall.  Once again, no problem.  Now I got a new computer, but when I try to install with the same disk (clean install) and the same product key, I like that is not valid.  Some things that are not a factor:

    Damaged drive.  The disc is impeccable.
    Error in the Enter key.
    Key is not not the disc.
    I don't see how something other than the computer, the key and installation disc could play a role.  I hope that Microsoft does not know what I do in my room.  I even traded keyboards, that someone suggested that this could be a factor (speaking with an accent keyboard?).
    My next step is to wipe the drive and start over, but I think I'll meet the same problem, because players will be the same.

    After the activation of Windows XP on the older PC, having to reactivate Windows XP is not so rare that are several hardware changes within a short time, not to mention the motherboard.

    Commercial version = Yes "as long as the XP product key was not used as the basis for the upgrade to Vista or Windows 7".

    Clarification:
    Windows Vista is preinstalled on this system?
     
    If I read (and cited only) correctly - Yes, which is not going to work.  The license for Windows Vista was related to the Compaq system motherboard.  If you had that repaired under warranty, HP? Compaq could have helped you.  As you have created a new machine (motherboard especially) now, you will need to purchase a new license for Windows Vista or any other operating system of your choice.
     
    You could, I suppose, buy the OEM of Windows 8 version.  You will have the same problem later (OEM licenses is related to the first motherboard it is installed and activated with.)

    If these are OEM System Builder licenses, they should be accompanied with reinstall media.

    If these are OEM licenses belonging to DELL, HP, Lenovo brand computers, then you cannot install them elsewhere but the computer to which they belong.
