  If FLASHBACK is enabled you can flashback database. But it's too heavy, if you only want to retrieve a single partition. "FLASHBACK DATABASE" is a point in time recovery, recover you lost partition, but you will lose all changes (possibly by other users) after the point of return back in time.

  The Toshiba Recovery disk contains an image of the factory settings, which means that your entire HARD disk will be wiped. All the files on the partition of the first and the second will be deleted and if you back up files, for example on an external HARD drive.

  Yes. As far as I know the Toshiba Recovery disk format the whole HARD drive and retrieves the laptop back to factory settings.
  This means that the whole HARD disk would have first formatted and all partitions would be deleted. Then the recovery disk creates the partitions again and installs the operating system and other things like tools and drivers.

  Toshiba HDD recovery software can be launched via the advanced version preinstalled Windows boot menu. In other words, this feature works with OS preinstalled only.

  Now you have installed another OS (Linux) and this means that you can start t HARD drive recovery option more. HARD drive recovery partition is not enough to do.
