Outlook is not on my default programs in windows 7

I have Microsoft Office installed and I want to use Outlook as my default client, but whenever I try to click on a mailto link, it always raise Windows Live. When I try to select Outlook by default to the list of default programs, it is not yet on the list. Also, it is not listed in the Associations. I tried to repair my Office installation, and it still does not show upward. I checked it in Outlook to be default, but this does not do much of anything. How can I get Outlook on my list of default programs?
I have a toshiba windows 7 Home Premium 64 bit operating system, and recently I have updated to Internet Explorer 10.
