After put my photo library and turning on iCloud, all my 4000 pictures started downloading (and duplication) iCloud even they were already there. I had to stop this, delete my backup of the library of Photos and all photos were downloaded from iCloud. It would have been nice if I lose all my face tags (I spent a lot of time with) so how can I do the next time that when reinstalling my Mac?

  It do exactly what you did the first time. Make a backup of your library of photos on an external drive and copy this library back to restore.

  I have scoured the internet to find answers, but came up empty.  I started a new project and was able to access the videos I have in my library of photos and drag them all right in my project.  The process of video editing coming along the wonder.  But when I got back to my project, I couldn't find any way to access the videos in Photos.  I have no idea where the ability to access the Photos went.  I'm still relatively new to iMovie and Mac in general.  I have iMovie version 10.1.  I tried to do the things suggested by others.  I checked to see if the photo library is the system and it is.  I created a new album for videos in the Photos.  I restarted my computer and iMovie.  Still, I can't find a way to get my videos in iMovie.  The only thing I could think to do would then copy all of the videos on my desk and import one by one but I have a lot of sequences and import has been so slow that it was no progress at all.

  Posters have had success by opening the pictures before launch iMovie. Then photo library appears in your library list. These positions are for most users of 10.1.1 so not sure about 10.1.
