  Well, here's my answer to my own post.

  After reading some posts here about possible solutions, I tried to delete all the cookies for YouTube (Tools > options > privacy > show cookies > youtube.com). Then tested on a site with integrated video would not play before and on YouTube directly - both worked!

  The poster with the suggestion of cookies also proposed changes to the 'exceptions', but it was not necessary at least for me.

  Thanks Guigs. I followed your instructions and found out it was a 'acceleration hardware problem' that was the origin of the problem. I unchecked the box and YouTube videos play very well! Thank you for taking the time to help me.

Past to try and change just resulted in a complete failure of video playback and audio playback. I found the solution was to disable my iGPU in Device Manager, then it works fine.
