Programs does not open in Windows XP

Hello. Since yesterday I couldn't open my programs on my computer. I thought it had to do with the registry (as if I was hit by SirCam) but this was not it.

The programs (EXEs) can be opened, but the windows do not show up, there just a beep message and then nothing. Take a look in the Task Manager, I see running the exe, but their windows are hidden.
Another thing, all of the controls in Windows Explorer will disappear. Context menus are gone and all that remains is the menu "Create a shortcut" and "Detele.
I downloaded a PDF from a known so reliable source I. m thinking it could be something else. Unless they wanted to infect me.
