PSE7 beginner - How can I do this - see attached photo.

I have a question on the attached photo, which has been photoshop'ed by a friend of the family (out of State and I don't have her number).

I know he did it with photoshop, and I wonder if I can do the same thing in elements.

I'm still trying to understand what he was doing, then someone could give me a clue as to what he has done and I would like to know if this is something I can do in PSE 7.0.

The part that interests me is the frame surrounding people in the family photo.  Has he done something inside the frame (and how) to highlight the area inside the frame or he did something (like) outside of dull in this area (I suspect the latter, but don't know what or how he did it.)

I think I have the text included; just a text layer, isn't this.

If someone could help me with the business framework.

As a beginner you will soon discover there are many ways to accomplish a task. Here is a way. For example I cropped the portion within your framework and worked from there.

1 use the rectangle to draw the frame.

2. Add a new empty layer.

3. on the blank layer edit > stroke.  In the STROKE dialog box, I put the width to 4 px white color and a location inside. This step creates the white frame.

4. Add another layer of vacuum.

5 invert the selection so that the outside is now selected.

6. use the color picker to choose a green tint (I used 205,233,109 RGB values) and fill the selection with this.

7 lower the opacity of this layer. I used 40%.

The color fill layer has a blend of Normal Mode by default. You can experiment with alternative merger to get slightly different results.

Also, try other shades of green and different opacities.

You can do everything on the background rather than on separate layers layer. I did it just to show what is happening. And of course with separate layers you can always delete and start again.
