  You may have set the taskbar to auto hide, check the settings below:
  a. Click Start and select Control Panel.
  now, (b) go to the menu bar of tasks and put in service and click on it.

  If you don't see the tabs in the Task Manager, then that means it works in 'tiny footprint mode' (sometimes referred to as 'Kiosk mode' or 'format') which does not show the legs or the menus above.   After a restart of my computer I have more a start menu bar or icons on my background.  Things seem to work ok most of the time, but my pc hangs on the blue screen more than before.
