  I think there is a lot of dust and debris inside the laptop and I think that keeps air from traffic and therefore fans run faster.

  AFAIK the Qosmio F30-112 supports a DVB-T/hybrid tuner and it should be possible to receive regular analog TV channels.
  You must connect the laptop to the antenna via a cable.
