I found the solution to this problem on my own after MANY, MANY hours with support of Symantic(for Norton360), Cisco Linksys (to the router) and the Magic network (for the software that came with the Wireless Linksys router).   The startup folder should be placed somewhere other than the OS partition, while the repair has been made.  They are both necessary and moving them can cause problems.  If you continue to remove them, I'd do a backup first.  You could try to remove in safe mode, or try to remove with a 3rd party app called Treesize (by Jam software).  If these two you could take possession of their (google it).  Either the 'system' or the trusted installer currently has the files even though an admin you can not delete them.
