Hi guys,.
I encountered this problem for years and it finally pushed me to the point that I am determined to have it repaired.
I am the owner of my PC, I am the only user on my PC, I experienced problems with accounts of users since startup of Windows 7
What I'm trying to do is copy a file from my CD ROM drive on my HARD drive and I get the above error.
Specifically "you need permission to everyone to make changes to this file"
This happened once before and I have just admitted his defeat and left the spot, I now want to get it sorted once and for all.

I found the solution to this problem on my own after MANY, MANY hours with support of Symantic(for Norton360), Cisco Linksys (to the router) and the Magic network (for the software that came with the Wireless Linksys router). Symantic wasn't able to uninstall norton and reinstall and said: there is nothing wrong with their software and that there nothing more they can do.

    The startup folder should be placed somewhere other than the OS partition, while the repair has been made.  They are both necessary and moving them can cause problems.  If you continue to remove them, I'd do a backup first.  You could try to remove in safe mode, or try to remove with a 3rd party app called Treesize (by Jam software).  If these two you could take possession of their (google it).  Either the 'system' or the trusted installer currently has the files even though an admin you can not delete them.

    I just tested a network for the first time operation.  It hangs forever as your done even after I closed Outlook & waited for the w: 30 I put.  {I also ran with closed Outlook the first time just to make sure that the network itself had no problems}

    You seem to be doing a lot more & probably more structured than mine operation, this workaround might not be of any use to you.  The other open files issue concerns a simple hourly backup of my kernel files that includes pst files.

    1 I xcopy all the files in a folder internal InterimBackup first.  Can I use XCopy or RoboCopy to send InterimBackup to the real destination.

    2 If Outlook is open then it will copy on InterimBackup and, if the previous Outlook.pst is still in InterimBackup she gets deleted by the attempt of xcopy.  [conclusion - XCopy verifies the existence of the replacement of a file, deletes it and only then discovered that the source file is locked and cannot be copied.]

    So I precede this with

    I have reviewed this improvement by using Task Scheduler to respond in the event of closing Outlook and use it to initiate the copy outlook.pst to InterimBackup, then by running the part of the main operation on RoboCopy to this folder.  But my needs are so simple that I've never felt it's the logs of the events that I would have to put in place.

    There are many possible reasons.  What you have tried to do over time?  Is there additional information printed with this message?  A few possible reasons come to mind:

    • The file was opened exclusively by the operating system or another program
    • The full path to the file from the C:\... contain more than 256 characters
    • Permissions problem: you have read permissions for the file or permission in writing to the destination
    • The file entry or damaged directory disk sector. (Run the command chkdsk with the /R option to this address)
    • The file is larger than 4 GB and you try to copy it to a disk formatted with a FAT file system.

    I'm sure that there are more reasons, but need more information.

    What is the size of your external hard drive and what is the available free space? Open my computer-> right click on the external hard drive-> properties. You will not be able to copy more data if the disk is full, or who have less space compared to the size of the file you are trying to copy.
