  We took 4 ApEx (patch 4.0.1.00.03), and have a problem in a single application, where appears the error ORA-06502 character string buffer too small.)   While developing the application, we regularly put the generator of the ApEx between French and English. I read that it was a cause of ORA-06502, but that this problem has been resolved in version 4.0.1.00.03. Our problem may still be linked to the multilingual constructor?
  
  I ask this because we are running other applications in the same environment, ApEx, and they are all very good. So somehow this error in Report Designer is related to this particular application.

  (1) no longer this error occurs if you export your application and install it on apex.oracle.com which has 4.0.2?
  (2) do you use point type plug-ins in your application. In 4.0.1 there was a mistake in the generator if too many when installed in this application. Reduce the number of plug-ins type point or better to install 4.0.2.00.07

  I'm using Outlook 2002 on the XP Pro operating system.

  It lasts for almost a year, but I managed to work around the issue since it was started using a different outgoing SMTP user name and the password.  (More settings, outgoing server tab, log in using...)  Now it has stopped working.

  There are four machines at this place and all suffer from the same problem.  I use a LinkSys RVS4000 router.  The previous Linksys router has also had the same problem so I replaced, thinking he can correct the problem, he didn't.

  Have you tried to do an upgrade installation or a custom installation?  A custom installation requires you to back up your files and settings with Windows Easy Transfer and then reinstall everything after installing the new.  If an update install does not install work, you need to do a custom.

  In addition, a Windows 7 Anytime Upgrade will not work and you get a message from a platform if you have bought a UA and tried to use it with Vista.  Vista upgrade requires a detail, a copy in the Windows 7 box.
