  I do not understand why Microsoft, when an operating system existing in a 'New' Win 8 OS, which is supposed to be optimized for mobile/tablet devices the repackaging would remove an existing function to easily resize the tablets (Excel) and scroll bar which must be done more to be worked by fingers on a touch screen.  The regedit solution looks like it might work, but it wasn't a complete answer for someone unfamiliar with this process. (1) does it also work on Win 8RT?  Otherwise, what is the procedure to Win 8RT?  (2) with my keyboard screen, how to do in regedit?  Which screen I should start with?  There is no 'Windows' button on my keyboard to windows screen.  (3) once I can get to 'scrollheight' in regedit, and I want the scrollbar and Excel tabs at about twice the standard size, what-225 is replaced by (-450,-112,?, etc..)?  Help, please.  Thank you.

  Found the answer! I had to upgrade the built-in server to use compatibility mode in IE9. Worked fine in Chrome, so it was not the firewall or network configuration.

  The options of the program were well hidden in 2011 WLMail. There are several ways to access:

  1. Click the indefinable button to the left of the home tab. In the menu that opens, select Options, and then click mail.
  2. Click the indefinable button to the left of the home tab. In the menu that opens, select Options. Click Mail, and then select Add to the Quick Access toolbar (QAT). This will put a button for one click access to the sheet of options on the toolbar for QUICK access in the upper left of the window. Go over it; It's called Mail.
  3. Use the quick access keys: press Alt, then F O Mr. or, if you did (2), press Alt, then n, where the mail button is the nth from left to right on the QUICK access bar.
