The laptop connects to my router and can reach network high speed, but then long time ago when there is no flow of data over network connections. These shortcomings last several seconds and occure probably 3 times per minute. This makes services like Skype unusable because for a while, I have good network connection, allowing you to make a video call even but quality then connection drops less than 1 Mbps (in fact hold) so even audio is not working and call either disconnects or connection back to full speed for about 10 seconds until what the quality decreases again.

  I tried different routers (802. 11 g, and 802.11n) and the problem persists.
