Saving settings Tecra M11 - fan almost always on

I have a Tecra M11 (Windows7 64-bit). Toshiba Power Saver Settings V8.9.3.64 are installed.

My problem is: fan is almost always turned on with maximum speed, in which case there is no load on the CPU (only 1 to 5%). It's really loud and annoying!

What I've done so far: I changed the method of cooling to the "battery optimized" to two changes of power, but without effect.

Question:
(1) are there any available desktop mode (as many other manufacturers of laptops offers for professional laptops) to work in a quiet environment?
(2) is there an option to uninstall the Toshiba Power Saver Settings and use the standard cooling Windows7, because Windows 7 has generally a passive cooling option with the effect that the fan is off.

I m really wondering what cooling settings method didn't help. I have Tecra A11 with Win7 64 bit and my laptop is absolutely silent. Changes to these settings on several other portable Toshiba the result was the same. Laptop has been much quieter.

Which power plan do you use?
Have you noticed a difference when you switch to the Toshiba eco mode?

    You are right. The Toshiba Power Saver for Win XP looks completely different as the Vista energy saver.
    But you can also change many settings in Vista energy saver that contribute to the use of the battery power decreases.

    My new Portege Z830 has the issue of noisy fan and almost always running which has been said here before.

    Recommendations were that we download bios 1.6. But I checked and that the version is already installed on my machine. I also adjusted the power save mode battery parameters as others have suggested. But that made no difference,

    The fan changes speed? Or it's a constant speed of 100% of the time?

    Try to update the BIOS first. You can download the latest version of the BIOS on Toshiba website in the support/downloads section.

    I don't think there is a setting "always on" in the BIOS.

    I should add that my old Acer TM 4502 with Centrino has SpeedStep that makes of changing speed from 500 MHz to 1600 MHz CPU.     Tried to upgrade a Tecra M11 - 11J for Windows 7 64-bit.

    Have tried to reinstall XP (works fine), flashing the BIOS to the latest version, re-seats of the RAM, change the HARD drive in "Compatibility" mode and reinstall Win 7 - same problem.

    Installation of USB, instead of DVD - same problem.
    Different flavors of Win 7 - same problem!
