  It is possible that you clicked the 'Block Images' item in the context menu by attempting to save an image.
  Check the image exceptions: Tools > Options > content: Load Images: Exceptions - see the web content, pop-ups, fonts and language settings

  A way to see what images are blocked is to click on the favicon (Site ID icon) on the left side of the address bar.

  This is a user to user forum. To disable locking activation iCloud the owner of the iCloud account should turn off. There is no way around it.   What you wrote, it seems that you are in the scene of Premiere Elements 9.0/9.0.1 workspace.

  If you mean your taskbar, then right click on an empty spot in the taskbar and uncheck "lock the taskbar". Then left-click on it and push the button by dragging the bar to the bottom of your screen. Release the left button and then right click on the empty space again and check 'lock the taskbar '.
