Silverlight has install problem-64 bit PC with win7 32 OS installed

Trying to help a friend with Silverlight.  She has a portable 64-bit with Win 7 32 installed on it.  Websites with Silverlight request installed Silverlight even if it is installed.  I did a number of installs / uninstalls.

I removed the registry and suggested somewhere else such directory information.   However when I uninstalled Silverlight I noticed also that the registry and directory information was missing.   This suggests that installs it Silverlight is not broken.

The first question - is he's having a problem installing Silverlight on a 32 bit running on a 64-bit computer OS? (I did the installation of the OS :>)

If I need to upgrade the operating system to the 64-bit version upgrade takes all existing programs to be reinstalled?

If the 32 / 64 mix - up is not the question so what step should be taken next?

64-bit computer supports 64 and 32 bits of the operating system on it. To run a 64-bit version of Windows, your computer must have a processor 64-bit capable.

Silver light is compatible with 32-bit and 64-bit processor and operating system. Windows X 86 or x 64 1.6 gigahertz (GHz) or higher with 512 MB RAM
