  If you already have a license, you need not to buy another. You can reinstall Windows as often as you want.

  However, reformatting and reinstalling Windows because you have a problem are almost always a very bad answer to the problem and almost bever should be done. It is usually very difficult and often causes its own problems.

  With a minimum of care, should never be to reinstall Windows (XP or any other version).   If you do not plan to use the old machine again or prefer to simply remove the software, or you want to keep an activation of another machine at any given time, it is preferable that you clear beforehand.  To disable an opening of applications and choose Help-> Deactivate.  Once disable you there is nothing else you need to do unless you want to uninstall as well to gain more disk space.
