  Using Acrobat Pro, I sometimes met some documents that do not allow me to choose a stamp. My categories of stamps are not selectable and, although my favorite stamps appear, they are not no longer selectable.   Other forms could be dynamic XFA forms created with LiveCycle Designer. They do not allow comment even without any restrictions in place. I mention this because many forms of Government are XFA forms.
