Explorer uses the COM Surrogate during extraction of thumbnails, for example. If you go to a folder with thumbnails enabled, Explorer will trigger a COM Surrogate and use it to calculate the thumbnails for documents in the folder. It does because Explorer has learned not to trust miniature extractors; they have a poor track record of stability. Explorer has decided to absorb the decline in performance in Exchange for increased reliability resulting by moving these dubious bits of code on the process of the master browser. When the Thumbnail Extractor crashes, the crash destroyed the COM Surrogate process instead of explore.
