I plugged the receiver in 6 different USB ports on my computer and the receiver LED does not illuminate indicating that it is not recognized. All 6 of these ports USB detects other material immediately.

  Is there a separate driver just to the receiver that may not be included in the Microsoft Lifechat 1.4? Any ideas as to why this is happening?

  Well, to me it sounds like a battery problem
  Why you say that the battery must be good?
  Have you checked it or because the technician?

  In most cases if the battery is faulty then the laptop would have no power until it would be connected to the power adapter.

  So I think (but that's just my personal opinion) the battery must be enabled (by technician, ASP) and if necessary should be replaced.
